General Director of VimpelCom Sergey Anokhin told RBC that the idea of opening subscribers access to individual foreign services through the mechanism of the white list of VPN received support for regulators. According to him, the company discussed the technical and organizational part of the initiative with several departments, but did not name specific participants in the negotiations.

Anokhin said that we are not talking about the federal list of permitted VPN services that the regulator will not block. VimpelCom proposes to allow the operator to open access to individual resources not prohibited in Russia, but inaccessible to Russian users without VPN.

Among the examples, the head of the company called entertainment services, Netflix and neural networks. According to Anokhin, these resources did not fall under the restrictions of Roskomnadzor for non-compliance with Russian legislation, but they decided not to work in Russia. At the same time, the demand from Russian users remains.

The head of VimpelCom said that the company understands how to technically open access to such services, and in the near future will launch such an opportunity at some tariffs. Some tariffs already allow neural networks to be used without restrictions, including Plan B.

Anokhin also said that the operator is discussing the introduction of its own VPN service for Beeline subscribers. The service will not be a separate application and will become part of the tariff, so the user will not have to perform additional actions to activate the option.

According to the head of VimpelCom, the main task of the initiative is to provide access to resources that are not prohibited in Russia. Anokhin noted that Russian users should not lose access to solutions that do not violate the law, and added that he sees mutual understanding with the regulator.

He also said that other mobile operators are interested in a similar option, but did not disclose details.

In Russia, from 2017, VPN services are obliged to restrict access to prohibited resources, and if Roskomnadzor is refused, it can block the services themselves. At first, the agency restricted access to IP addresses, later the blocking began to affect VPN protocols, which is why even a service that formally meets Russian requirements can get under restrictions.

In the spring, the authorities have stepped up the fight against VPN. Among the measures discussed were the disconnection of Apple ID from the mobile phone account and the fee for international traffic over 15 GB per month, which may include part of the VPN traffic. The launch of this measure was postponed several times.

“Domestic software” has warned that blocking VPN protocols can touch ordinary encrypted traffic and enterprise VPNs because there is no reliable way to distinguish one type of connection from another. The Association proposed the creation of a conciliatory body for block policy to reduce the risk of infrastructure failures.
