In Russia, they want to limit the number of bank cards that can be issued by one citizen. By the second reading of the bill on measures to counter cyber fraud, known as “Anti-Frad-2”, amended the limit of 20 cards for one client.
According to the Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications Sergei Boyarsky, the second package of Antifraud-2 establishes that one client by all banks can be provided with no more than 20 cards.
Boyarsky noted that the bill excluded provisions under which the client could have no more than five payment cards in one bank. According to the head of the committee, the citizen will be able to open all 20 cards in one bank.
The head of the committee also said that a single system for registering payment cards will contain information about numbers and types of cards, as well as the number of payment cards for one client.
In March, commenting on legislative initiatives, the head of the Central Bank Elvira Nabiullina said that a person should have a total of no more than 20 cards in all banks. According to Nabiullina, such a limit is quite large, but the regulator listened to the comments.
The head of the Central Bank then noted that it was originally proposed to limit the number of cards in one bank to five, and then the option with 10 cards in one bank was considered. According to Nabiullina, flexibility is important for individual cases, including large families and children’s cards.
Nabiullina also said that there may be changes for types of maps with low potential use in the dance flooring.
