Deputies of the CPRF propose to prohibit the punishment of schoolchildren, students and teachers for refusing to use specific social networks, instant messengers and digital educational platforms, including Spherum. The bill should also enshrine the right of participants in the educational process to choose a platform for communication on educational issues or completely abandon the services that they do not want to use.

The document is planned to be submitted to the State Duma on June 1. The authors of the initiative were deputies Vladimir Isakov, Sergei Obukhov, Denis Parfenov and Alexei Kurinny, writes RTVI. The authors specified that the “Sphere” also falls under the new norms.

The bill proposes to consolidate the right of students and teachers to abandon digital educational platforms intended for communication in the educational process. The new rules should also remove the opportunity to deduct schoolchildren and students, not to allow classes, put unsatisfactory grades, dismiss teachers or deprive of payments for refusing a particular service.

Vladimir Isakov told RTVI that the CPRF wants to protect schoolchildren, students and teachers from coercion to use digital platforms for learning communication. According to the deputy, any imposition inevitably causes rejection, and children and adults should have a choice of what resources to use.

Isakov considers it wrong to demand the installation of applications that a person does not need or uninteresting, especially under the threat of expulsion, unsatisfactory assessments or dismissal. The deputy compared the coercion to a particular messenger with the requirement to come to school physical education not just in sports uniforms, but in clothes and shoes of certain brands.

According to Isakov, in the case of the school form, such an approach would violate the law “On Protection of Competition”. The MP wonders why a similar restriction does not apply to the imposition of social networks and messengers in the educational process.

Separately, Isakov pointed to the pressure on teachers. According to the deputy, in public schools teachers are sometimes forced to submit reports on the use of a particular messenger and apply screenshots. The author of the initiative called this practice unacceptable.

Isakov admitted that the messengers are largely convenient, but noted that some people deliberately avoid social networks and messengers. The choice of students and teachers who do not want to use such services, according to the deputy, should be respected, without limiting the right to education.

The author of the bill also recalled that the education system in Russia for almost a century was without messengers. According to Isakov, if 10 children in the class want to use Max, and another 10 do not want any messengers, everyone should have the right to refuse a service that does not like, and calmly continue their studies. Part of the class can choose “Max”, part of the other resource, and part is only a notebook.
