The fight against Roskomnadzor with VPN breaks the work of Russian programmers.

Restrictions of VPN traffic in Russia have complicated the work of software developers, representatives of several IT companies told Kommersant. The greatest difficulties have arisen with tools that are associated with open source and international development.
Softline Group explained that the problems affected code repositories, version control systems, libraries and the development environment with cloud components. The company believes that in fact we are talking about the entire infrastructure that provides a modern development cycle and is closely integrated with global services.
Open-code solutions are widely used in the Russian IT industry. According to experts of Kommersant, in the products of young vendors from the register of the Ministry of Digital, the share of such components can reach 50-90%. Previously, the Ministry considered the idea of labeling such products in the register, but then abandoned the project.
As noted by the industry participants, the problems affect a variety of software classes, as well as related development tools. The difficulties of connecting are ambivalent: on the one hand, we are talking about blockings within the country, on the other hand, about the blocking of Russian companies and users from foreign players. For many developers, such restrictions mean additional difficulties and labor costs associated with re-collection and software updates.
Representatives of the industry also note that the failures have acquired a systemic nature since February-March. The period coincided with several waves of restrictions of popular VPN services, when it became obvious that corporate tunnels fall under the blocking according to the same criteria as the user ones.
The Ministry did not respond to the request of “Kommersant”. Roskomnadzor told the publication that access to foreign resources using the necessary Russian organizations of VPN protocols is provided for technical applications. According to the agency, more than 57 thousand addresses and subnets of 1.7 thousand organizations, including developers, were included in the lists of exceptions.
The Russoft Association believes that attempts to block a number of standard protocols to create virtual private networks and secure access to resources disrupt the normal operation of the network and create problems for bona fide users.
In “Basalt SPO” noted that Russian developers have been faced with restrictions related to sanctions from foreign countries for years. Now to such restrictions have been added restrictions that complicate developers with already difficult access to foreign professional resources.
Softline Group added that it is not only about the inaccessibility of individual services, but also about the degradation of the usual processes. The company indicated that connections with repositories are interrupted, the download speed drops, errors occur when the code is synchronized. The problem is irregular: the service can work and then become inaccessible, which complicates the planning.
According to industry participants, operations that previously took about ten minutes and took place in an automated mode, can now last several hours and require the participation of the administrator or developer. Such costs either limit the development of products, or increase the cost of development, the interlocutor of the publication noted
Experts remind that companies use VPNs not only to access external resources, but also to organize secure remote access of employees to corporate networks. If the blockages affect such access, in some cases, companies will be forced to abandon VPN technologies. Such a refusal will create additional risks of information security.
