Mashharov used to talk about 16 years, now offers 14 years.

In Russia, it is again proposed to limit children’s access to social networks, but the bar has become lower. Member of the Commission of the Public Chamber of the Russian Federation on public examination of bills Evgeny Masharov proposed to consider the admission of users to the platforms only from the age of 14. Earlier, Masharov proposed to limit access to social networks from the age of 16.
Masharov told RIA Novosti that reasonable restrictions for social networks are needed. A similar approach has already been applied in a number of foreign countries, and the age of access is usually discussed for about 16 years. The Russian version, according to a member of the OP of the Russian Federation, can be made softer and set the threshold from the age of 14.
Masharov noted that age restrictions for access to social networks can help in the fight against Internet fraud against children. At the same time, the expert believes that such measures should take into account VPN services: teenagers are already using them to bypass the blockages and access to instant messengers and online games.
“Children and adults of all ages are now on the network of scammers. Restricting access to social networks from the age of 14 will cut off some possible contacts of children with scammers, but a full guarantee will not give if the teenager uses a VPN to bypass the ban, ”added a member of the OP of the Russian Federation.
Earlier, Masharov proposed to set a higher threshold and limit access to social networks from the age of 16. Now the expert considers it possible to reduce the age to 14 years, since the state has already taken measures that, according to him, allowed to cut off a large percentage of traffic of fraudulent attacks on children.
Similar restrictions are discussed outside of Russia. Australia has imposed a ban on social networks for users under 16 years of age. The European Commission may submit the bill on the minimum age for children’s access to Instagram*, TikTok, Snapchat and other platforms in the summer; the head of the European Commission Ursula von der Leyen said about a possible initiative. Earlier, the European Parliament supported the idea of a pan-European digital minimum age of 16 years, and in France, deputies approved a ban on social networks for children under 15 years of age. In the UK, Spain, India and Japan, similar measures are also discussed.
